Iphone without AT&T?

Hi,

Im from the Netherlands.
Im coming to america next week for vacation. But I head some people in Europe talk about the iphone.
They said you could buy it in the apple store for $299 and then redeem(buy it off?) for $200 so you dont have to take the AT&T plan. But you can make it plan-free for an extra $200.
Is that right?
Can I do that?

Im not sure what your trying to ask but you can just go to the apple store and buy an 8gb Iphone for 299. However the Iphone 2.0 coming out is 199 but you have to sign a 2 year contract with AT&T.
