Two Questions: Scrolling podcasts backward and WiFi signals that don't work

I have 2 iPhone questions:

1. When listening to a podcast, is there a way to scroll back just a little bit? I'm missing the click wheel feature on my older iPod which gives me fine control in terms of scrolling back. When I try to back up a minute or so with iPhone, I end up going back in jumps that are too big.

2. Sometimes the iPhone will indicate that I am in the presence of a strong WiFi signal yet will take forever to open a site or download my mail. It's like the WiFi (which shows has being unlocked) is somehow not really unlocked or letting me in... or what??? Am I the only person having this experience?
